In the year that followed the September 11, 2001 terrorist attacks, CPHV
like many other civil rights organizations watched the rate of reported
incidents of harassment targeting Muslims and Arabs decline. However, at
the same time, members of Maine’s immigrant and Muslim communities
were reporting significantly increasing levels of fear.
In response, CPHV focused its advocacy work on investigating and documenting
the fear and bias experienced by immigrants, refugees, Muslims and Arabs
in Maine. In November of 2003, we released our findings and recommendations
for policy development and community support.
